Smear honey on your face and leave it for as long as possible (but 5-10mins a day will do). then rinse off with tepid water mixed with a teaspoon of cider vinegar - this has a neutral pH and will act as a toner.

well here's the thing, sometimes it's gonna take a little cash to get the results you want. I use this amazing stuff by La Roche Posay called active C eyes. It's about $30 for a small tube, but it lasts several months. So, can you afford less than $10 per month? I think YES! Usually, when you buy a quality product, a little goes a long way, and it ends up costing about the same as over the counter stuff that you have to replace more often. Hope this helps!!
